Why does gmail SMTP mail get stuck in my Outlook outbox with certain wi-fi systems?

For some reason, when I work on certain Wi-Fi systems, my gmail-based email gets stuck in my outbox on Outlook and won't send. I have to go to Off-line mode, shut down Outlook. Restart it, change my email account to a non-gmail based system and then resend it.

It works fine at home 100% of the time, but seems to no work at certain wi-fi sites (like deep blue wireless).

This is pretty frustrating and I haven't found any help on the topic anywhere.

Anyone else run into this problem?

Some sites (ISPs) block SMTP outbound, to prevent spammers.
